TransLink has announced a public engagement on plans to develop a mixed-use project at 502-536 East 3rd Street in Moodyville. The ambitious plan is in the early stages but would bring hundreds of rental units, retail spaces, and a new public plaza to the area, TransLink says.
The development spans two parcels of TransLink-owned land and aims to create what the transit authority describes as a “walkable neighbourhood hub.” If approved, it would deliver a combination of housing and public amenities connected to the region via the adjacent R2 RapidBus route.
Key details
The project site includes a 0.31-acre north parcel and a 1.87-acre south parcel. Early concept plans propose:
- Two 16-storey rental buildings on the south parcel, with six-storey podiums.
- Street-level retail, including up to 14,000 square feet of commercial space, could feature an urban grocery store.
- A 10,000-square-foot outdoor plaza designed for public gatherings and events.
- Eight rowhomes on the north parcel.
The project would deliver nearly 400 rental units, with approximately 10% as below-market rentals.
TransLink says the project addresses housing needs while encouraging sustainable transportation. The site’s location next to the R2 RapidBus route, which connects to the Lonsdale Quay SeaBus Terminal, is central to the development’s vision. Plans also include a new cycling lane, outdoor dining areas, public art installations, and landscaping.
The project remains in the early concept phase and has not yet been approved. TransLink has submitted the first step in modifying the City of North Vancouver’s Official Community Plan. A rezoning application will be required before construction can begin. TransLink will partner with a private developer through an open-market process if the project progresses. Once a developer is selected, construction will take three to four years.
Public engagement
TransLink is inviting the community to weigh in on the proposal. A developer information session is scheduled for Thursday, January 30, from 6 p.m. to 8 p.m. at the John Braithwaite Community Centre in North Vancouver. Residents can also share their feedback by emailing moodyville@translink.ca.

And when will the infrastructure be build to accommodate all these residents? After this construction? Or not at all?

We need more infrastructure first! Hospitals, clinics, urgent care. We need more bridges and better transit. We cannot take on this amount of people without services!
