The District of West Vancouver has received a preliminary development proposal for a condo building to replace the motel at Horseshoe Bay, located at 6588 Royal Avenue.
The preliminary proposal is to redevelop the site with a four-storey residential building with 27 condo units. Developers suggest the project will meet local housing needs, providing options for workers, families, and seniors looking to stay in the area.
“The lower levels would feature two-storey units that reflect the style of surrounding single-family homes and duplexes, while the upper floors would contain mainly one-bedroom apartments, catering to local workers and residents looking to downsize. Larger units on the upper levels would offer views of the bay,” according to a document provided by architects to West Vancouver staff.
According to the proposal, the building will occupy a key location at the Bay Street and Royal Avenue intersection within the Village Heart – a zone characterized by commercial and residential buildings.

The architects note that the proposed design aligns with existing planning guidelines, which call for a mix of ground-floor retail and upper-level residential units. The building height and density fall within the recommended range of three to four storeys, with a floor area ratio (FAR) between 1.75 and 2.0.

“It is our position that a residential project is the most appropriate to meet the needs of the area: to increase housing in the neighbourhood for workers and families to thrive and age in place,” the architect says. They also add that the Village Heart has a developed commercial presence, which would bring further residents to the area,” the document notes.
The preliminary proposal is under staff review.
