City of North Vancouver council voted unanimously to extend the closing time for the JOEY Restaurant in the Shipyards on the weekend.
Announced two years ago, JOEY Shipyards promises to be a ‘stunning’ two-level dining and lounge space on the city’s waterfront. It is expected to be open by the end of the month. The council vote will allow it to close at 1 am on Friday and Saturday.
The extension for the restaurant, however, comes with certain conditions.
JOEY Shipyards will have to post signage in conspicuous locations to advise restaurant patrons to be respectful of neighbours when leaving the premises. Outdoor patios be closed at 11 pm, and the music on the patios will have to be turned off at 10 pm.
The restaurant management will work with the manager of the Shipyards and Waterfront to agree on a suitable volume level for the patio music. The restaurant has also agreed to install six foot glass panel on the east side of the patio to reduce noise for the hotel and residential building to the east.
JOEY will also train staff to deal with noise issues as patrons leave the restaurant later in the evening. “The impact of noise on the community in the immediate vicinity of the establishment and the community in general is expected to be minimal if managed appropriately,” staff told council in a report.
The results of the public input conducted by city staff and the restaurant found a majority of respondents in favour of the proposed liquor serving hours but with some concerns expressed about potential noise from patrons. Councillors and staff believe the change is consistent with vision for The Shipyards as a vibrant waterfront destination.
In extending the hours, the CNV is also trying to level the playing field. The additional hour will allow JOEY to match the closing hour for nearby restaurants that are open until late. Staff are not aware of any neighbourhood concerns about the later serving hours at these restaurants.
Staff also told council any noise related issue would be brought before the council in the future after first trying to find a solution with JOEY.
